Letter to the High Council of Amazighs and the Supreme Social Council of Tuaregs of Libya

Since the end of the Gaddafi regime, Libya is going through an uncontrolled situation with the appearance of a multitude of armed militias. Most of these groups have formed from the dominant system but are fighting a fierce struggle for control of power. Each group tries to impose itself by force, sowing death and desolation.

In this context of widespread chaos, you, Amazighs of northern and southern Libya, indigenous people of this country, you have voluntarily set aside this murderous madness, staying in your respective territories. Despite this, you have not been spared violent aggressions, loss of life, forced displacement and the destruction of your property. Each group tried to impose you its law, to dominate you and make you strangers at home.

Today, this process continues on the political level through a draft Constitution decided without you and against your rights and interests. By unilaterally declaring that "Libya is part of the Arab nation" and that "the Arab language is the language of the state" and that for the other Libyan languages "we will see later", the promoters of this project choose to maintain Libya away from the march of history. Indeed, the other countries of northern Africa are gradually returning to the Amazigh dimension of their identity after having noted the impasse in which they have plunged backward and totalitarian ideologies. The draft Constitution imposed on you today, marginalizes you, ignores your needs and wants to maintain you in a status of second-class citizens. This project is therefore anti-democratic, racist and illegal.

Other articles in this draft Constitution, particularly those relating to women's rights, access to Libyan nationality and the exercise of power, do not take into account the history or socio-cultural values of the Amazighs, and their fundamental rights as indigenous peoples, including their internationally recognized right "to be autonomous and to administer themselves in matters affecting their internal and local affairs, as well as the right to maintain and strengthen their distinct political, legal, economic, social and cultural institutions". Today, it is scandalous and incomprehensible that thousands of Libyans Kel-Tamacheq are deprived of full Libyan citizenship while people from Arab countries almost automatically acquire Libyan nationality. This is serious and absolutely intolerable racial discrimination!

Faced with an environment more than ever hostile and oppressive, and the uncertainties related to the geopolitical upheavals in the region, the Amazigh World Congress (CMA) and the Organization of the Touareg Diaspora in Europe (ODTE) are keen to exercise their duty to alert you and to urge you to join your forces and to confront by all means the dangers that threaten your individual and collective survival. Taking your destiny in hand as proposed by the High Council of Amazighs of Libya who decided to develop and implement a Constitution specific to you and your territories and to endow you with local governments, seems to us the way to follow. This legitimate way, in accordance with international law, is the only guarantor of your future.

The CMA and the ODTE express to you their fullest fraternal support and are at your disposal to support you, especially at the international level, by all legitimate means in the quest for your rights, your freedom and your dignity.
