Mr. Tebboune,
As you know, during the last "presidential election" of December 12, 2019, after which you were brought to the head of the algerian State, the participation rate in Kabylia was "0%". Kabylia therefore totally and unanimously refused to take part in the vote.
Following this, you implied that you were going to "listen and talk to the Kabyle people". Nearly six months after you took office, you neither listened nor spoke to the Kabyle people. On the other hand, in the midst of the covid-19 pandemic, you pushed through a reform of the penal code aimed at criminalizing the traditional and natural assistance provided by the Kabyle diaspora to their "tamurt", their country of origin, Kabylia. The perpetrators of racist and hateful comments made publicly against the Kabyle people have never been brought to justice or punished. Official Algeria has always treated Kabylia in a discriminatory, malicious and very often violent manner. This was the case in 1963, 1976, 1980, 1985, 1994, 1998, 2001, 2019, 2020... This must stop, Mr. Tebboune. Kabylia cannot continue to endure in silence the injustices and aggressions.
You have also promised a revision of the algerian Constitution but this project obviously does not arouse any interest and even less enthusiasm on the part of the Kabyle people. They know by experience that this n-th constitutional reform will not change the nature of the political-military regime that governs this country and which is perpetuated by repression, corruption, the placing under trusteeship of judges and justice, religious obscurantism, etc.. The Kabyle people do not want this system. They have been saying this and repeating it regularly since 1962 (date of Algeria's independence). The zero vote in Kabylia on the last December 12 is a full-scale referendum that clearly expresses the refusal of the Kabyle people to be oppressed and robbed of their rights and freedoms.
Kabylia is a territory populated by women and men who have a unique history, language and culture and who aspire to a different project of society, resolutely modern, progressive, secular, democratic, ecological and rooted in the indigenous Amazigh civilization.
The algerian governmental project submitted to the Arab-Islamic ideology and the Kabyle-Amazigh project turn their backs and are irreconcilable. It is imperative to recognize this reality and to put in place the legal and operational modalities for the exercise of Kabylia's right to self-determination, in accordance with international law. This is the only possible way to establish lasting peace and friendship in that country.
We therefore invite you, Mr. Tebboune, to a serene and sincere dialogue on the basis of this observation and with the objective of building a peaceful future that is conducive to living well together in this region. The talks that we are proposing to you would take place in the presence of observers from the AU and the UN, to which Algeria is a party. It seems essential to us to make it clear right now that it will not be up to you to choose your Kabyle interlocutors as has been the case up to now. It will be up to the Kabyle themselves to appoint their representatives according to their own modalities.
We sincerely hope that you will hear this call of reason and wisdom, to open a new page in the History of this country, based on mutual respect, brotherhood and prosperity of peoples.
