For the right of the Kabyle people to take their destiny into their own hands

For the second time in less than a year, the Kabyles refused almost unanimously to participate in a vote organised by the Algerian government. The first time was during the Algerian "presidential election" on 12 December 2019 and the second time was on 1 last November for the referendum on the revision of the Constitution. Each time, the participation rate in Kabyle territory was almost nil.
This rejection of the Algerian polls by the Kabyles is a form of massive civil disobedience which marks the will of the Kabyles to make a total break with the Algerian system based on Arab-nationalist and Islamist ideology, the marginalisation of Amazighity, anti-amazigh racism, corruption, injustice and repression.
At a time when the Algerian regime promises a "new Algeria", in practice it threatens the defenders of Amazigh rights, it marginalises Tamazight under the pretext of the restrictions imposed by the covid-19, it puts all those who express a discordant opinion in prison, it dismisses local elected representatives, particularly in Kabylia, when they refuse to submit to its roadmap, etc.
Noting the incompatibility between the Algerian and Kabyle society projects, the Amazigh World Congress (CMA) had sent a letter last May to the Algerian head of state, Mr. Tebboune, inviting him to open a "serene and sincere dialogue" with the representatives of Kabylia, but no response from him to date.
Today, after this historic second zero vote in Kabylia, it is neither logical nor reasonable to expect solutions from a government considered illegitimate and which the people reject. Consequently, and more than ever, it is up to the Kabyle people, and to them alone, to reflect and consult with the aim of devising constructive responses capable of facing the challenge of the survival of the Kabyle people and their socio-cultural identity and the preservation of its territory.
Therefore and despite the current very difficult context, linked on the one hand to the coronavirus pandemic and on the other hand to the climate of terror that the Algerian authorities are seeking to establish, the CMA calls on all civil society actors in Kabylia to meet in one way or another, in compliance with health standards, to debate and develop institutional and practical modalities to build a sustainable future in line with the deep aspirations of the Kabyle people. The CMA is naturally willing to contribute to the programme and logistical organisation of this initiative.
It is useful to recall that this approach is fully consistent with the right of peoples to self-determination as mentioned in the International Covenant on Civil and Political Rights, the International Covenant on Economic, Social and Cultural Rights, the United Nations Declaration on the Rights of Indigenous Peoples and the African Charter on Human and Peoples' Rights.
It also seems very important to us to reaffirm that the right of the Kabyles to take their collective destiny into their own hands is in no way part of a spirit of hostility towards Algeria. On the contrary, it is ultimately aimed at establishing peace and friendship between peoples and restoring their prosperity in this region.
